This has been happening for centuries though. Cao Cao mandated that first and last names needed to be at least 3 characters in all government forms. This move upset Lu Bu, which decided that war was the only way to settle the issue.

They clearly didn’t test this rule with a variety of cultures. They probably only tested it against white names.
I don’t disagree with you, but I know someone with the last name Øe, and that’s very much a white name.
I tend to just mentally replace ‘white people’ with ‘white Americans’
