Capitalism: an object’s cost determined solely on how much customers are willing to pay on a large scale. Raise the price while they pay. When they stop, raise the price again but announce a few pence discount and they will start paying again.
Greed is an answer. If the owner doesn’t care about the bike, then force him to at least mark the place and postulate “finder’s keepers”. I am sure locals will find the way to get those machines out – they aren’t useless.
Strictly speaking, there isn’t any irony. Your argument is irrelevant to the situation. It doesn’t matter who founded what. My country has a few thousand years of documented history, so it was founded by some club-waving barbarians but this has nothing to do with modern times.
