That’s only partially correct. The booster never would have come anywhere near Europe. The venting which created the spiral would have been from passivating the upper stage after the payload was deployed.

Edit: Video is not from Ukraine, but the effect was also seen from Ukraine. This just appears to be a good video of the phenomenon that could also be seen in Ukraine.
