I prefer the explanation some others have said which is Trump was also a Democrat earlier in life and this is partialy him reverting to easiest and simplest ideas that “sound” good to him because at one point he wasn’t completely unaware or opposed to them.

I don’t think Trump particularly cares about drug company CEOs or executives, like at all because they’re alien to him. He was a TV celebrity and in real estate etc, he only ever cares about other “rich” people when it is either personally convenient(e.g tax cuts etc) or they flatter him somehow.

Trump is a fascist but not a coherent one, therefore it can’t be the only reason.
