In 2018, they denied Trump a visit to the American Cemetery in Paris due to bad weather: https://abcnews.go.com/Politics/rock-hard-place-secret-service-president/story?id=73431320 It also makes sense to have a security service be able to deny requests that are too dangerous for the president.

Because, they have in the past denied presidents from going or doing things where they could not adequately protect them.
