They would need to limit TikTok to what China (where TikTok is not even allowed), Russia, North Korea and some African countries.

Not really. Copyright is a global thing and while there are countries that ignore it, most of the world doesn’t. They would need to limit TikTok to what China (where TikTok is not even allowed), Russia, North Korea and some African countries.
