Absolutely. It’s just that the guy driving a 15 year old Hyundai isn’t exactly the “wealthy class”. Laws like this affect mostly people who can barely afford cars, not people who can easily afford them. Actually I think the wealthy would be more annoyed if there were MORE people driving so more traffic jams, but that’s not a solution either.
