During a two-week operation last month, D.C. police impounded hundreds of scooters and mopeds in the city.

Nearly all the scooter riders had lost their license to a DUI conviction and could then legally cruise public roads on a scooter without a license or insurance. A helmet was required tho if I remember correctly 🙃
