Slide in a locked position or the cylinder removed so people can see from a glance the gun cannot fire. My local range has fluorescent weed wacker twine we put down the barrels for really easy visual identification.
counter argument: revolvers exist and when the revolving thing is removed it is both obvious and has no bullets in a chamber.
